The legend class is a spec class that is made to be cheap and pretty even racing. You have to run spec 21 turn motor, no bearings on wheels, spec on battery, and body. It is more for entry level drivers and low cost for new. Used cars are a little harder to find.
The 1/10 scale is going to be more flexable and is for the more experince drivers. You can pick up an old buggy or truck and make it into an oval racer. My son and I are both running rc10t4 trucks. My son also has a touring car (TC3) that he might run sometimes. This class can be low cost as well. With motor limits it should be close fun racing. There are allot of used cars and truck out there in the 1/10 scale class.
The 1/4 scale sportsman class can be pretty cheap to get into too. There are some used ones out there that you can pick up for 300.00 to 600.00.

You guess is as good as mine. We are going to run rc10t4 with a 27 turn motor.

27 turn means there are more windings on armature. These motors tend to have more torque and a pretty good top end. They are faster then some 17, 19 and 20 turn stock motors. This is what most tracks run for stock motor class.

It all depends on how well the motor is built. A well built 27 turn can beat a 17 turn, but a cheaper 27 turn might not beat a 17 turn. Really as long as you can handle in the corners you have a good chance of keeping up even if your car is a little bit slower.
